Our History

Senior Helpers of Visalia was proud to join the exceptional team of over 300 other Senior Helpers owners in 2019. Tiffany was originally drawn to Senior Helpers because of her own experience watching her family all pitch in to care for her grandfather when he was diagnosed with a neurodegenerative disorder.

During their journey, her family came across a couple of wonderful caregivers who were able to take a lot of the care burden off her family and give them the opportunity to enjoy her grandfather during his final years. Tiffany knew after that experience she wanted to do for other families what had so generously been done for hers.

Tiffany’s husband, Shaun Phelan was similarly inspired to start providing quality care to the senior population after he witnessed the challenges his family experienced while trying to care for his grandfather. He realized the importance of providing personalized care to the senior population, so that your loved one feels like they are being cared for by someone they can connect with and never a stranger.

These experiences fueled their combined passion to provide high quality, skilled care in the Fresno area.

In 2009, Shaun and Tiffany hired Irina Parsons as their Director of Operations. Irina has been at the helm of the Clovis office since that time. Shaun, Tiffany and Irina are committed to delivering the best possible in-home care to seniors in the Central Valley community.

Like every other owner in the Senior Helpers family, we are fully-committed to the original goal of providing dependable and affordable in-home care with well-trained caregivers. Nothing is more important to us than being the best available resource for seniors and families in our community. We believe that our most important calling is to ensure seniors are safe in that we can preserve their dignity and improve their quality of life through our work.

Due to our on-going dedication to compassionate senior care we have been lucky to serve hundreds of seniors in the Clovis area over the years. At Senior Helpers we are committed to continuing to provide uncompromising levels of care to all our families.

Tiffany Phelan

Owner

Tiffany Phelan is the owner of Senior Helpers, serving families across Clovis and Visalia. With more than 20 years in the senior care community, she has trained hundreds of professional and family caregivers on how to support loved ones living with Alzheimer’s, dementia, and other chronic conditions. She has also worked with over 5,000 families as they navigate the challenges of aging. Her passion is helping families find peace of mind and supporting seniors in living safely and independently at home.

Shaun Phelan

Owner and CFO

Shaun Phelan plays a key leadership role with Senior Helpers, bringing years of experience in business management and a deep commitment to serving families throughout the Central Valley. His focus is on building strong community connections and ensuring that the care delivered by Senior Helpers reflects the highest standards of quality and compassion.

Irina Parsons

Director of Operations

Irina Parsons has worked with Senior Helpers for 17 years and works as the Director of Operations. With 20 years in the senior care industry, she is deeply committed to helping clients create meaningful bonds with caregivers, which improves their happiness and well-being. She finds joy in seeing clients smile and in knowing that both they and their families feel supported. Beyond her role, Irina enjoys time with her family, vacationing, binge-watching favorite TV shows, and spending time with her lifelong best friend.

Charmaine Barton

Director of Client Services

With over 20 years of experience in the healthcare industry, Charmaine Barton offers unmatched expertise and compassion to her role as Director of Client Services at Senior Helpers, proudly serving seniors and their families throughout Visalia, Clovis, and the Central Valley. Her career spans administrative leadership, state healthcare investigations, and advocacy for seniors. At Senior Helpers, Charmaine meets with seniors and families to create customized care plans and build strong connections. She also teaches part-time at a local college and cares for her elderly mother, giving her personal insight into caregiving. Beyond her role, she enjoys time at the beach to reflect and recharge.

Claudia Ruelas Figueroa

Client Services Manager

With nearly a decade of experience in the healthcare industry, Claudia Ruelas Figueroa brings compassion, dedication, and a strong commitment to serving others in her role as Client Services Manager at Senior Helpers of Visalia. Her passion for supporting seniors and their families is what inspired her to join the Senior Helpers team, where she continues to make a meaningful impact in the community through personalized in-home care services.

Claudia’s favorite part of her role is helping others—whether that means coordinating care, supporting families through the aging process, or ensuring clients receive the respect and attention they deserve. She finds fulfillment in knowing her work helps improve the quality of life for seniors in the Visalia area.

Outside of work, Claudia enjoys reading, spending time with her family, and visiting Disneyland—one of her favorite places to relax and have fun. Her caring nature, combined with her professional experience, makes her a valued part of the Senior Helpers Visalia team.

Rita Ovalle

Scheduler

Rita Ovalle works as a Scheduler at Senior Helpers of Visalia, where she coordinates caregiver schedules, assists clients, and manages the PACE program supporting Medicare and Medi-Cal seniors. With over 12 years of customer service experience, she is known for her kindness, listening skills, and dedication. Inspired by her 95-year-old grandmother with dementia, Rita is committed to treating all seniors with compassion and respect. Beyond her role, she enjoys computer games, reading, and diamond painting.

Brittney Fontes

Director of Human Resources

Brittney Fontes has been a important member of the Senior Helpers team since 2020, bringing with her both healthcare and leadership experience. Before joining Senior Helpers, she worked as a CNA and later spent eight years as a supervisor at a local zoo. As Director of Human Resources, Brittney leads a team dedicated to creating an exceptional employment experience for employees. She values the collaborative environment, supports caregivers and staff, and ensures they have the tools to succeed. Beyond her role, she enjoys time with family, pets, and continuing her education.

Tifini Telles

Human Resources Coordinator

Since 2022, Tifini Telles has served as the Human Resources Coordinator at Senior Helpers, handling recruitment, onboarding, employee records, and other HR functions. With 19 years of experience in healthcare, including HR for home health and program coordination for senior-focused insurance, she offers strong knowledge and compassion. She values the supportive work culture at Senior Helpers and enjoys working with dedicated caregivers. Beyond her role, she loves being a grandmother to three, traveling, crafting, and relaxing at the beach.

Xiomari Rosado

Recruiting and Retention Specialist

As the Recruiting and Retention Specialist for Senior Helpers of Visalia, Xiomari Rosado is often the first point of contact for new caregivers joining the team in Visalia, Tulare, and nearby towns. She has been with Senior Helpers since 2024 and offers over five years of HR and managerial experience. Xiomari values the respectful, supportive environment at Senior Helpers and is committed to making employees feel welcomed and supported. In her free time, she enjoys traveling, reading motivational books, and living in the present moment.

Ashley Parsons

Lead Scheduler

Ashley Parsons has been an important part of the Senior Helpers team for over three years, serving as an Administrative Assistant within the HR department. She supports the HR team, caregivers, and clients with a variety of tasks to keep operations running smoothly. Ashley loves being able to support her supervisors, caregivers, and clients, describing this as the most fulfilling job she has ever had. Beyond her role, she enjoys concerts, family time, and relaxing
